I’m David Custer, and I serve as the Peacekeeping Task Force Liaison for the Missouri State General Assembly. Why I Serve as the Peace Keeping Task Force Liaison

I serve as the Peace Keeping Task Force Liaison because I believe deeply in the importance of lawful, peaceful civic engagement and the responsibility we all share in supporting our communities. This role allows me to help strengthen communication, promote clarity, and ensure that peacekeeping efforts across Missouri operate with consistency, transparency, and respect for due process.

I stepped into this position because I value calm, principled leadership—especially in situations where tensions may rise or misunderstandings need to be resolved. My background in public service, organizational leadership, and conflict management has shown me how essential it is to have steady, neutral voices guiding coordination and communication. As Liaison, I work to provide that stability.

 In the next five years, I see the Missouri State General Assembly becoming stronger, more organized, and more unified in its purpose. I believe we are building a structure that communicates clearly, operates consistently, and supports our communities with integrity and professionalism. My vision is an Assembly that serves as a model of peaceful, lawful self‑governance—one where every member is informed, prepared, and working together toward the same goal. With continued dedication and cooperation, I’m confident we will get there.

The Peacekeeping Task Force (PKTF) – Assembly Liaison is a position created by the Federation Fiduciary Office under the PKTF Charter, with full authorization and support from all State Assemblies participating in the American States of the Union. The establishment of this role is rooted in the enduring principles set forth by the Unanimous Declaration of Independence. The PKTF-Assembly Liaison was formed in recognition of the ongoing necessity for self-governance, the maintenance of lawful and legal order, and the advancement of peacekeeping, as defined and upheld by the American people and their Assemblies. This position ensures a consistent alignment with the collective will and foundational values of the nation.

Significance of the Assembly Liaison Role

The Assembly Liaison is esteemed as an honorable and essential function, providing services that are both lawful and legal, benevolent in nature, and always respectful of jurisdictional boundaries. This role is fundamental to the restoration and preservation of the American system of self-governance. The authority conferred upon the PKTF-Assembly Liaison is derived from the mandate of the State Assembly and is safeguarded by Article Four of the Constitution of the United States of America, which provides lawful and legal immunity for official acts performed in good faith.

They are expected to conduct themselves with honor and seriousness, upholding the values and standards of the PKTF and the Assemblies. The necessity for PKTF-Assembly Liaisons stems from the longstanding American tradition of self-governance, as articulated in the Unanimous Declaration of Independence and reaffirmed by the ongoing Reconstruction of State Assemblies. The lawful and legal right of the people to self-organize, maintain peace, and hold their public servants accountable forms the cornerstone of the American system and is central to the purpose and mission of the PKTF-Assembly Liaison.

Mission and Strategic Operations

The PKTF’s mission is to coordinate, educate, and support peacekeeping across State Assemblies, Sheriffs, Marshals, and Militias. Its focus is on developing lawful and legal, community-based solutions for public safety and emergency preparedness. PKTF operates within Land, Soil, and Sea jurisdictions, supporting the lawful and legal operations of State and County Assemblies. The organization also assists Assemblies with strategic planning for emergencies, peacekeeping, and lawful self-governance. Through its PeaceBridgeNetwork© platform, PKTF provides a secure, American-owned system for logistics, communication, and resource sharing. Oversight is provided by the Federation Fiduciary Office, through its current Military Affairs Liaison Office, ensuring that all PKTF activities remain lawful, ethical, and aligned with the principles of the American system.
